CONSTITUTION:A digital unit such as a computor 1 outputs a tension reference value ST and a set value for tension deviation TR in accordance respectively with the speed Sp, the tension Te, the size Si of hoop, and the temp. pattern TP. The reference value ST is given as a constant value to an automatic tension regulator ATR2 and actual deviation is given as measured value AT from a tension detector TM3.
