PURPOSE:To improve safety of a seat belt and make a seat-belt device light by allowing the relative position between a buckle and a driver not to be varied even if a seat shifts back and forth in ordinary times and by preventing the load of the seat belt from being imposed directly to the seat in emergency. CONSTITUTION:The base end of an emergencyd locked retractor 12 is installed onto the floor 2 of a chassis rotatably with anchor bolts 3. Onto the retractor 12, the base end of a flexible wrap inner belt 1 as seat belt is rolled-in, and the wrap inner belt 1 is made expandable, and a bracket 14 is installed onto the plate element 6' inside the buckle 6 fitted on the free end of the wrap inner belt 1. Therefore, the relative position between the buckle 6 and driver does not vary in ordinary times. On the contrary, in emergency, the bracket 14 slips off, and the load of the belt 1 is not transmitted to the seat.
