Abstract

When a comparision circuit 10 detects that the coil circumferential length Cs at a deceleration point of time is longer than an equal value to a coil circumferential length CCK under process, or when a comparsion circuit 11 detects that the number of coil windings Ns at a deeleration point of time is within an allowable range as compared with the number of windings computed based on the reference number of windings, a deceleration signal is outputted. This permits the improvement of the precision of timing for sending a deceleration command at a time when a material in a coil is wound back.
