Consequently, during a period T1 that the rotary body 1 is in normal rotation in an arrow direction, an output signal indicating a normal direction rotation appears in an output from RSFF circuit and pulses of such number as to be proportional to the number of rotations are available in ''OR'' circuit 11. Following this process, it is possible to add the number of rotations to find water consumption by controlling a direction of counter with an output from FF10 and counting an output from the circuit 11.
