CONSTITUTION:Two pieces of light-receiving diode 3a, 3b for different light detection areas are arranged opposed to a luminous diode 2 against a rotary disc 4 where light penetration slits 6 are radially formed. When the rotary disc 4 turns, the first detection signal S1 having a level change is output from the light-receiving diode Ba and the second detection signal S2 of a fixed level is output from the light-receiving diode 3b. These detection signals are digitally converted by means of an A/D converter 8, 9 respectively, being input to a stabilization circuit 10 and a comparison arithmetic circuit 11.
