When the switch 19 is closed and the coil 18 is electrified, a magnetic field is generated at a right angle to the shaft 16 of the exterior rotor, while the internal rotor 9 receives rotary torque caused by magnetic force acting on the ring 17 of the magnetic substance, and the shaft 14 of the internal rotor 9 accords with the shaft 16 of the external rotor. By this constitution, the rise time of the fluid-type self sustaining gyroscopic device can be shortened.
