The axis of abscissas represents the relative ratio B/D between the height of flow passage B at the periphery of a runner blade 12 and blade periphery diameter D. σ/σ0 has a tendency to be identical to 1.0 in the region of B/D≤0.085 and σ/σ0 tends to exceed 1.0 in the region of B/D> 0.085. A runner having no runner band is made by establishing related dimensions within the range of B/D≤0.085, thereby inhibiting stress level and enhancing the reliability of runner strength.
