Abstract

CONSTITUTION: When the transient operation, such as emergency operation, starting and stop, of a runner is detected, change-over valves 17 and 15 are set in illustrated positions and a movable liner 11 is lowered. Thereby the seal clearance 14 obtained on transient operation becomes larger than that on normal operation, and the metallic portions of a runner 1 and a fixed section 2 do not contact with each other. Therefore, safety operation is possible.
