PURPOSE: To prepare the title composition useful as a disinfectant, a bleaching agent, a bleaching and softening agent, a disinfecting detergent, etc., by mixing a compound generating active oxygen, a quaternary ammonium salt, and an organo- tin compound as a stabilizer of the ammonium salt.
