Then, the agitation of the surface flow by the side plates does not occur, hence the production of foams in the vessel 8 is less. In addition, a sampling port 13 is provided to the projecting portion of the influent side plate to the ceiling board 5, and therefore even if foams are produced, they flow out or dissipate in the surface flow 2 direction and do not reach the sampling port 13. Hence, the mixing of the foul water in the floating gas does not occur.
