And each encoding unit 6 executes the encoding processing 7 keeping pace with the lapse of time in order that the i-th block, the i+1-th block,... of the data stream can be encoded by means of each encoding unit 6, and also the i+n-th block, the i+n+1-th block,... of the data stream can be encoded by means of each encoding unit 6. Thus elevation of the processing speed can be attained.
