PURPOSE:To prevent molten slag from running off at early stage of tapping, by blocking the tapping hole of a refining vessel such as a converter with kneaded material composed of iron oxide such as mill scale and a binder, then by turning the vessel at the time of tapping in order to bring the kneaded material into contact with molten slag and steel so as to be melted. CONSTITUTION:A tapping hole 5 of a refining vessel 4, e.g., a converter, is blocked with kneaded material 1 composed of iron oxide such as mill scale etc. and a binder such as water glass or water. After completion of refining, the converter 4 is turned around so that the kneaded material 1 comes into contact with molten slag 2, then with molten steel until the converter arrives at the turning end point. Hereby, the kneaded material 1 is melted by the heat of the molten steel and falls off to open the tapping hole 5, so that the molten steel 3 is tapped in a rapid stream and received in a ladle 6.
