SOLUTION: A hub plate 11 in a blade fixing part 14 is throttle-worked by means of pressing so as to form a fixing groove 16 having a diameter smaller the diameter of an installing shaft 15. The installing shaft 15 is set to the fixing groove 16, and fastened and fixed to the hub plate 11 using a cramp 18, a U-bolt, and a nut 20. Since the diameter of the fixing groove 16 is smaller than the diameter of the installing shaft 15, and the opening width of the fixing groove 16 is smaller than the diameter of the installing shaft 15, a clearance 21 is thus formed between the outer peripheral surface of the installing shaft 15 and the bottom surface part of the fixing groove 16.
