The places of the support ribs are set at the positions of the approximately quarter or less of a sewer pipe diameter from the pipe top of the sewer pipe at that time. A plurality of the sewers are connected to manufacture a duct, and an optical-fiber cable is pushed so as to be slid on a section, on which sewage is flowed from one end of the duct. When the cable reaches the other end side, the cable is lifted at both ends of the duct and placed on the support ribs.
