視する回線状態監視手段と、前記電話回線を閉結する直
流閉結ループ回路と、前記監視局側及び電話局側から受
信確認の受理信号を認識する受理認識手段と、前記電話
回線の切り替え及び該電話回線に対する前記直流閉結ル
ープ回路の形成並びに開放を行う切り替え手段と、前記
回線状態監視手段による監視内容に応じて前記監視局を
呼び出すための発呼信号を発生すると共に、前記受理認
識手段による前記受理信号の認識結果に応じて切り替え
手段を切り替え制御して前記直流閉結ループ回路の形成
による該発呼信号,及び前記応答手段による前記異常内
容信号を前記電話回線を通して前記監視局へ送出させる
