(課題を解決するための手段) 上記目的を達成すべく本考案は、溜水により封水する水

囲の下限を下回ったときに洗浄水を吐水させるととも
に、封水範囲の上限を越えたときに警報手段を作動させ
る制御手段を設けたことを特徴とする。
