者からの着信呼があったとしても、交換装置はこの給電
停止状態を知らずに該加入者の回線端末装置に着信呼を
接続するための接続制御を行なうことになるが、該回線
端末装置には給電が停止されているため、該加入者の回
線端末装置に対する通話路を形成することができず、交
換装置はこれを単なる加入者による回線端末装置の給電
停止によるものにもかかわらず該加入者回線の異常とし
て処理して発呼側に設備故障を示す「タダイマツウシン
デキマセン」というメッセージを送信していた。

器1に対して給電停止中である旨のメッセージをスイッ
チ部16、加入者回線端局装置7、光加入者回線5、回線
