算記憶しこの充電積算量と前記積算放電量とを比
較して出力する充電比較演算部とを有する中央制
御部を設け、該中央制御部から出力される信号に
より開閉されるイグニシヨンスイツチとスタータ
スイツチとを設けたことを特徴とする外部負荷使
