CONSTITUTION:A counterbore 14 having an opening section 16 for an oil passage 15 is provided for a center support 11. a cylindrical projected section 18 is provided for a valve body 13. The tip end 18a of the cylindrical projected section 18 is formed with the opening section of an oil passage 19 from the valve body. The opening section 16 of the oil passage 15 of the center support 11 is made smaller in diameter than the counterbore 14. An elastic sealing member 17 is pushed in the opening section 16 of the oil passage 15 of the center support 11 with pressure. The tip end 18a of the cylindrical projected section 18 is then brought into contact with the elastic sealing member 17.
