を介し受信しこの監視情報を前記記憶手段に記憶し、こ
の記憶した監視情報を前記網管理装置に電話回線を介し
て送信するため予め登録した前記電話番号により自動発
呼し、前記網管理装置から電話回線を介して監視・制御
要求を受信し、この受信した監視・制御要求を前記デー
タ交換機または集線装置に実行させ、前記データ交換機
または集線装置が実行した結果を受信し、受信結果を前
記網管理装置に電話回線を介して送信することを特徴と
