の旋回により上記突縁の下側に位置して上記鉄蓋
を開方向に対して拘束する施錠位置と上記突縁の
下側から外れて上記鉄蓋を開閉可能にする解錠位
置とをとり得る係合部を有する旋回部材を備える
施錠部と、上記受枠の環状の突部が形成する開口
