PURPOSE:To prevent forgery of an invalid prepaid card due to regeneration by setting a puncturing position of a punched hole which indicates that the prepaid card is already used up or invalid within the range of a magnetically recording part. CONSTITUTION:A puncturing position for a punched hole 5 which indicates that a prepaid card 1 is already used up or invalid is set within the range of a magnetically recording part 3. For this reason, a punching unit 10 is set side by side with a magnetic head 11, which reads data from a magnetically recording part 2 at a prepaid card 1 reading device. If the prepaid card 1 is used up or invalid, the puncturing position is checked by a punching hole positioning sensor 12 and the punching hole 5 is directly punctured in the magnetically recording part 3 using the punching unit 10. The prepaid card 1 with the magnetically recording part 5 where the punched hole 5 is punctured is no longer able to regenerate correct information, as a discontinuity generates in a magnetic information signal due to the punched hole 5.
