を前記回転部に対して接近する方向へ付勢する付
勢手段と、前記ラチエツトギヤの前記移動時の移
動軌跡と干渉して回動される干渉部材と、前記干
渉部材の回動により押し上げられ前記ウエビング
の中間部の引き出し方向移動を阻止する阻止手段
