A ratchet wheel is fixed to both ends of the winding rod that protrudes from above, and a rotation operation part is provided on the outside of each ratchet wheel, and when the ratchet wheel is engaged with the ratchet wheel, the ratchet wheel is allowed to rotate in one direction, and the ratchet wheel is rotated in the opposite direction.
