力を発揮できない上、更に既設軌道のレールをそのまま
使って軌間の異った軌道に更新するような場合には特殊
な車輌構造と、それ等の一連の工事機械を操作する要員
も高度な技能を持った者を確保しなければならないとい
う問題があった。
