該周壁下端から内向きフランジ状に内方へ突出す

を、それぞれ起立し、小径筒部の上端部内面に係
合突条9を付設した中栓3と、上記係合突条9を
、頂壁16裏面から垂設して上記小径筒部8の上
部内へ嵌合させた小筒17の外周面に周設した溝
内へ、かつ頂壁16外周から上記小径筒部8との
間に流路としての間隔をおいて垂下した長筒18
の下部を上記大径筒部6外面へ水密にそれぞれ嵌
合させ、中栓3に対して回動可能に設けた回転筒
15とを有し、上記中栓3の大径筒部6一部には
細縦孔10を、かつ小径筒部8には窓孔11をそ
