In a mobile stored material dispensing device equipped with a conveying device that travels in one direction to transport stored materials dispensed by the dispensing device, a traveling cart is provided that travels while being guided by a pair of traveling rails. A pair of flat dog-shaped scrapers are installed below the traveling cart, and the scrapers rotate with each other at the bending part, and one side opens to the dispensing position and the other side closes to the neutral position. When the stored material discharged by the scraper falls and the traveling trolley moves in the forward direction, it moves at the same speed as the traveling trolley in the opposite direction, and when the traveling trolley moves in the backward direction, it moves at the same speed as the running trolley. A mobile stored material dispensing device characterized in that it is provided with a reverse feeding device that repeats reciprocating motion in the opposite forward direction, and that the reverse feeding device is a conveyor that repeats reciprocating motion.
