It is a lid locking device that locks the lid of a groove cover or manhole cover to a lid holder frame so that it cannot be removed by an unscrupulous person, and is made of a non-magnetic lid that allows magnetic force to pass through but does not become magnetized. a locking cap fitted into the cap fitting hole so as to be rotatable by engagement of a magnetic opening/closing handle;
