CONSTITUTION:A concave groove 13 is provided along an outer circumference 12a of a bottom surface 12 of a main body 10 where a heating device 11 is provided. By this, water penetrating through the gap between a flange part 10a over the outer circumference and a frame 9 installing a top plate 8 stays in the groove 13 without contacting the heating device directly, thereby a shortcircuit or the like between charging parts will not occur, thus improving safety in use of the device.
