The lid plate body has a locking recessed portion, and the lid plate body has a plurality of plug pieces protruding from the lower half portion of the lower surface of the plate body large enough to cover the upper surface of the cap main body, and a plurality of plug pieces that fit into the dispenser opening. A mounting piece is provided protruding from a portion where the rear end portion of the rear half facing the notch is left, and a part of the cylinder wall of a short cylindrical piece that fits into the bearing recess is cut out at both ends of the mounting piece. What is claimed is: 1. A swinging cap comprising: a cylindrical shaft piece; and a locking enlarged portion that locks in the first and second locking recesses at one end of the shaft cylinder piece.
