を管理し、配信不可能時に、そのID番号よりテーブル
から名前と電話番号を検索し、音声合成により音声回線
を通して発信者の名前と時刻と不達であることを伝え、
かつ発信端末にその不達になった電文の1枚目を送出す
る機能を有するものである。
