が付着繁殖するために、船舶においては航行速度の減速
、消費燃料の増大、及び船底の清掃のための費用、運航
休止のための費用等の損失をまねくものであり、海洋構
築物にあたっては取り扱い操作に不便をきたすことにな
り、取水路においては、取水路が閉塞し、取水量が減少
するなどの問題を起こすものである。
