前記建物の屋根又は前記建物の外壁の外側から、前記鋼板、輻射熱を良く透過する第一高透過樹脂層、前記アルミホイル単板、輻射熱を良く透過する第二高透過樹脂層が、順次積層されて構成され、
前記鋼板と前記第一高透過樹脂層との間に、前記鋼板と前記第一高透過樹脂層を部分的に接着する接着層が複数設けられている、
