トンネルの一次覆工面に対応した略半筒状の外枠を有する基台と、
前記外枠上の少なくとも頂部を含む複数個所に配置した帯状の膨張体であって、前記基台の長手方向に沿って延在し、前記外枠の径方向に間隔を空けて並列配置した複数の膨張体と、
前記複数の膨張体内に送気して膨張させる送気手段と、
前記外枠上における前記複数の膨張体の外側を被覆する押圧シートと、を備え、
前記外枠上における前記押圧シートの外側に防水シートを展開した状態において、前記複数の膨張体を膨張させることによって、防水シートを一次覆工面に押し付け可能に構成したことを特徴とする
