医療者は退勤した直後にオンコール等により施設に戻ったり、施設の外で短時間の休憩を取って施設に戻ったりする場合がある。このような短時間の外出で退勤時刻と出勤時刻を決定することは望ましくない。
また、例えば医療者は訪問客や患者等の出迎えや見送りのために施設内の勤務場所から出入口に来て短時間出入口に留まり、施設内の勤務場所に戻る場合がある。このような出入口への短時間の滞在で退勤時刻と出勤時刻を決定することは望ましくない。
このように短時間の外出や出入口への滞在等で退勤時刻と出勤時刻が決定されることを防ぐために、本実施形態では、退勤時刻と出勤時刻の間隔が退勤判定時間以上であることを退勤時刻および出勤時刻の決定条件の一つとしている。
