課金対象ユーザ識別情報とトラフィック量を格納する全パケットカウント対象ユーザリストを格納する第1の記憶手段と、
サンプリングされたユーザの識別情報とトラフィック量を格納するサンプルパケットカウント対象ユーザリストを格納する第2の記憶手段と、
パケットを受信するパケット受信手段と、
前記パケットの情報に基づいて前記第1の記憶手段を参照し、該パケットのユーザが課金対象ユーザである場合には、該パケットのトラフィック量を前記第1の記憶手段の該当するユーザに積算する全パケットカウント処理手段と、
