前記切断・投入制御装置から入力される前記切断指令信号および前記投入指令信号と前記負荷設備監視装置から入力される前記B負荷設備状態信号とに基づいて、前記切断したB負荷設備の停電時間を計測し、前記メモリから読み出した該切断したB負荷設備の今月の停電時間に該計測した停電時間を足して該B負荷設備の今月の停電時間を更新して該メモリに格納する停電時間算出装置(15)と、
