該手摺部材の下水平杆体、又は、該下水平杆体と連結体によりに連結されて前記手摺部材と一体化するようにその下側に設けられた、前後方向に延びる水平軸体を、前記アングル材の垂直片の左右方向内側に位置させた状態で、前記下水平杆体又は水平軸体が回動軸となるように前記下水平杆体又は水平軸体を前記垂直片に取り付けるUボルトと、
前記回動軸の上側に起立した状態の前記手摺部材を前記吊下げ部材に固定する固定手段と、
