売電量を計量する複数の売電用計量器を管理し、各売電用計量器を識別する識別番号ごとに、検定有効期限と型式とメーカ名と今月の売電量を算出するための前月の指示数や今月の指示数などを記憶した売電用計量器データと、各代替用計量器を識別する識別番号ごとに、検定有効期限と型式とメーカ名と代替計量器を使用している間の売電量を算出するための取付指示数や取外指示数などを記憶した代替用計量器データと、を記憶する第1のサーバと、
前記売電用計量器の検定を管理する第2のサーバと、
前記売電用計量器の代替として用意した検定済みの複数の売電用代替計量器を管理し、各代替用計量器を識別する識別番号ごとに、型式とメーカ名と検定有効期限と在庫の有無などを記憶した代替計量器管理データを記憶する第3のサーバと、
設置者によって操作される設置者端末と、を備え、
前記第1のサーバと前記第2のサーバと前記第3のサーバと前記設置者端末とは通信網によって相互に通信可能で、
前記第1のサーバは、前記売電用計量器データにもとづいて検定有効期限が接近した売電用計量器を選択して、検定対象の売電用計量器の所有者の前記設置者端末に検定期間満了通知と申込書とを送信し、
前記第2のサーバは、前記設置者端末から申込書を受信すると、前記第3のサーバに売電用計量器と売電用代替計量器との交換工事を発注するための当該売電用計量器の型式やメーカ名などを含む交換工事発注データを送信し、
前記第3のサーバは、受信した交換工事発注データと前記代替計量器管理データとに基づいて、前記売電用計量器と交換可能な検定済みの売電用代替計量器を選択し、
前記第3のサーバは、前記売電用計量器の交換作業が終了すると、前記売電用計量器の取外指示数などと、代替計量器の取付指示数などの代替計量器情報を含む取替工事完了報告を第2のサーバに送信し、
前記第2のサーバは、前記取替工事完了報告を受信すると、前記代替計量器情報を第1のサーバに送信し、
