断面が長方形の水路の底を横断して並べて設置したアンカーボルトと主押え板とが、3辺が閉じ1辺が開いた平らな長方形に製作したゴム引布製の空気袋の開いた辺を、ゴム引布製の扉体繋留板の上流側の縁を介して、水路の底に押し付けることによって、開いた辺を密閉しつつ、水路の底に空気袋と扉体繋留板を固定し、加えて扉体繋留板の下流側の縁に、鋼板製扉体の上流面の下端部をボルトと押え板により取り付けることによって鋼板製扉体が水路の底に起伏自在に取り付けられると同時に、空気袋が鋼板製扉体の下流側の根元部分に位置し枕状に支持するようにする。
