従来の柱上開閉器は、上記のように容器の開口部にパッキンを介してカバーにより閉止した構成となっており、柱上開閉器の内部事故時に内部圧力が上昇すると、カバーが浮きあがって放圧し、内部圧力の異常上昇が回避できる構成であるが、容器の開口部のパッキンを装填する部分は溶接構造であり、また、カバーのパッキンを押えるパッキン押えも溶接構造であり、容器およびカバーの構造が複雑で加工に時間を要する構造である。また、溶接部の漏れ試験も必要であり、製作費が高くなる問題点があった。
また、パッキンの外周側は外気に曝された構成であり、パッキンが劣化し易いという問題点もあった。
