【従来の技術】
まず，介護保険制度の概要を説明する。
介護保険制度は，従来，地方公共団体（市区町村等）が福祉措置として行っている介護サービス等と老人保険の一環として行っている介護サービス等とを，介護保険として一本化して提供しようとするものである。
