【従来の技術】
ポール間に閉塞部材を取付ける方法として、従来、上下の横フレームに閉塞部材を取り付けておき、両横フレームを一方のポールに取り付けた後、他方のポールに横フレームを取付けるようにしたものが知られているが、閉塞部材を交換するには両ポールから横フレームの係合を解いて外さなければならず、作業に時間と労力を要するものであった。このような事態を回避するために、一方のポールに上下の横フレームを取付、閉塞部材を横フレームの長手方向に沿って挿入した後、他方のポールと横フレームとを取付けるようにしたものがある。しかしながらこの取付方法も、閉塞部材の交換に際しては、一方のポールだけは横フレームから取りはずさなければならず、やはり交換作業に手間取るものであった。
