【発明の属する技術分野】
本発明は、移動通信制御方法及びシステムに係り、詳しくは、移動通信網のホームロケーションレジスタ（HLR）に加入者データの登録のなされた移動機がローミング先の移動通信網にて位置登録要求を行なった際にその位置登録の可否を制御する移動通信制御方法及びシステムに関する。

【従来の技術】
移動通信網には、移動機の移動管理や発着信管理を行うホームロケーションレジスタ（HLR：Home Location Register）と、付加サービスの制御を行うためのサービス制御装置（SCF：Service Control Function）とが別個に設けられている。なお、このホームロケーションレジスタ（HLR）とサービス制御装置（SCF）は、機能的に分かれていれば、物理的に一体であってもよい。

ホームロケーションレジスタ（HLR）には、その移動通信網（ホーム網）において通信サービスを受ける移動機を特定するための情報、その移動機が受けることのできる基本契約通信サービス（例えば、通常の通話サービス）の内容、上記サービス制御装置（SCF）にて制御される付加サービス（例えば、留守番電話サービス等）を起動するために必要な情報（以下、トリガ情報という）等を表す加入者情報が登録される。また、該移動通信網において移動機の在圏するサービスエリアが変更される毎に、移動機からの要求（位置登録要求）に基づいてホームロケーションレジスタ（HLR）にその移動機の位置登録がなされる。

そして、その位置登録の際に、移動機が接続される交換機（MSC：Mobile Switch Center または、VLR：Visitor Location Register）に対して、ホームロケーションレジスタ（HLR）から加入者データが転送される。これにより、移動機から発信があった場合やその移動機に対する着信があった場合に、その移動機が接続される交換機は、上記加入者データに基づいて呼の接続制御を行なったり、上記加入者データに含まれるトリガ情報に基づいてサービス制御装置（SCF）にアクセスして加入者が契約した付加サービスの実行を行なう。

ところで、上記のようにして移動機に関する加入者データの登録のなされるホーム網を運営する通信事業者と他の移動通信網を運営する通信事業者間との契約により、ホームロケーションレジスタ（HLR）に加入者データの登録のなされた移動機が他の移動通信網にて通信サービスを受けることができるようにしている（ローミングサービス）。このようなローミングサービスでは、移動機がローミング先の他の移動通信網にて位置登録要求を発すると、その位置登録要求は、その移動機が接続された交換機からホームロケーションレジスタ（HLR）に転送される。そして、この位置登録要求を受信したホームロケーションレジスタ（HLR）は、その移動機の加入者データを記移動機が接続された交換機に送信する。

この加入者データを受信した交換機は、上記トリガ情報を用いてホーム網のサービス制御装置（SCF）にアクセスして付加サービスを実行するを備えている場合、その加入者データの受付確認をホーム網のホームロケーションレジスタ（HLR）に転送する。この加入者データの受付確認を他の移動通信網の交換機から受信したホームロケーションレジスタ（HLR）は、上記位置登録要求を発した移動機の位置登録を行う。これにより、他の移動通信網の交換機に接続された移動機は、ホーム網のサービス制御装置（SCF）にて制御される付加サービスも含めた通信サービスを受けることができるようになる。

一方、上記加入者データを受信した他の移動通信網の交換機が上記トリガ情報を用いてホーム網のサービス制御装置（SCF）にアクセスして付加サービスを実行する機能を備えていない場合、当該交換機は、ホームロケーションレジスタ（HLR）に上記付加サービスの実行機能を備えていない旨の情報（実行機能未サポート応答）を転送する。この実行機能未サポート応答を受信したホームロケーションレジスタ（HLR）は、上記移動機からの位置登録要求に対して、例えば、位置登録拒否の応答を上記交換機に転送する。そして、この位置登録拒否の応答がその交換機に接続された移動機に転送され、当該移動機は他の移動通信網にて通信サービスを受けることができない。

また、上記実行機能未サポート応答を受信したホームロケーションレジスタ（HLR）は、上記移動機からの位置登録要求に対して、例えば、位置登録許容の応答を上記交換機に転送し、その位置登録を行うこともできる。この場合、他の移動通信網に接続された移動機は、上記付加サービスを受けることはできないが、当該他の移動通信網から上記基本契約通信サービスを受けることができる。

更に、上記実行機能未サポート応答を受信したホームロケーションレジスタ（HLR）は、上記移動機からの位置登録要求に対して、例えば、位置登録許容の応答と共に、発信規制のサービス情報を加入者情報として上記交換機転送し、その位置登録を行なうこともできる。この場合、他の移動通信網に接続された移動機は、着信のみの通信サービスを受けることができるようになる。

【発明が解決しようとする課題】
上記のように他の移動通信網において移動機から発せられる位置登録要求に基づいた従来の移動通信制御方法では、その移動機が接続された交換機がホーム網のサービス制御装置（SCF）にアクセスして付加サービスを実行する機能を備えていなければ、一律に位置登録拒否、一律に位置登録許容、または、一律に発信規制を条件とした位置登録許容を行なう。このため、加入者の契約している付加サービスの内容やその状態（活性状態、非活性状態）に基づいた加入者に対する個々的な位置登録可否の制御を行うことができない。

そこで、本発明の課題は、ローミング先の移動通信網から位置登録要求がなされた際に、サービス制御装置に登録された付加サービスの内容やその状態に応じて、個別的に位置登録の可否を制御できるようにした移動通信制御方法及びシステムを提供することである。

【課題を解決するための手段】
上記課題を解決するため、本発明は、請求項１に記載されるように、ホームロケーションレジスタに加入者情報の登録がなされると共にサービス制御装置にて管理される付加サービスを受け得る移動機が発した位置登録要求をローミング先移動通信網の交換機から上記ホームロケーションレジスタが受信した際に位置登録の可否を制御する移動通信制御方法において、上記位置登録要求を受信したホームロケーションレジスタが、上記交換機への加入者情報の転送の応答として、当該交換機から上記サービス制御装置をアクセスして付加サービスを実行する機能を備えていない旨の通知を受信したときに、上記サービス制御装置にて管理される上記付加サービスの内容及びその付加サービスの活性化情報の少なくとも一方に基づいて上記移動機の位置登録可否を決定する位置登録可否決定手順と、該位置登録可否決定手順にて得られた決定結果に基づいて位置登録制御を行う位置登録制御手順とを有し、上記位置登録可否決定手順において、上記付加サービスが発信規制サービスであって、その発信規制サービスの活性化情報が活性状態を表す場合、上記サービス制御装置は、上記移動機の位置登録を許容する決定を行ない、上記位置登録制御手順において、上記ホームロケーションレジスタは、前記発信規制サービスに関する情報を加入者情報として上記交換機に転送し、上記移動機の位置登録を行なうように構成される。

このような移動通信制御方法では、ローミング先移動通信網の交換機から位置登録要求を受信したホームロケーションレジスタが、上記交換機への加入者情報の転送の応答として、当該交換機から上記サービス制御装置をアクセスして付加サービスを実行する機能を備えていない旨の通知を受信したときに、サービス制御装置にて管理される付加サービスの内容及びその付加サービスの活性化情報の少なくとも一方に基づいて上記移動機の位置登録可否が決定され、その決定結果に基づいて当該移動機の位置登録制御がなされる。

上記付加サービスの活性化情報は、付加サービスが有効な状態となる活性状態と、付加サービスが無効な状態となる非活性状態のいづれかの状態を表す。

上記位置登録可否決定手順は、例えば、請求項２に記載されるように、上記付加サービスの活性化情報が当該付加サービスが非活性状態であることを表すとき、上記移動機の位置登録を許容する決定を行なうことができる。

上記位置登録可否決定手順を実行する装置は、特に限定されない。その位置登録可否決定手順をホームロケーションレジスタ及びサービス制御装置にて実行することができるという観点から、本発明は、請求項３に記載されるように、上記各移動通信制御方法において、上記位置登録可否決定手順は、上記交換機から上記サービス制御装置をアクセスして付加サービスを実行する機能を備えていない旨の通知を上記ホームロケーションレジスタが受信したときに、該ホームロケーションレジスタから上記サービス制御装置に問合せを行う手順と、その問合せを受信した上記サービス制御装置が、自装置にて管理する上記付加サービスの内容及びその付加サービスの活性化情報の少なくとも一方に基づいて上記移動機の位置登録可否を決定する手順とを有するように構成することができる。

上記課題を解決するため、本発明は、請求項４に記載されるように、ホームロケーションレジスタに加入者情報の登録がなされると共にサービス制御装置にて管理される付加サービスを受け得る移動機が発した位置登録要求をローミング先移動通信網の交換機から上記ホームロケーションレジスタが受信した際に位置登録の可否を制御する移動通信制御システムにおいて、上記位置登録要求を受信したホームロケーションレジスタが、上記交換機への加入者情報の転送の応答として、当該交換機から上記サービス制御装置をアクセスして付加サービスを実行する機能を備えていない旨の通知を受信したときに、上記サービス制御装置にて管理される上記付加サービスの内容及びその付加サービスの活性化情報の少なくとも一方に基いて上記移動機の位置登録可否を決定する位置登録可否決定手段と、該位置登録可否決定手段にて得られた決定結果に基づいて位置登録制御を行う位置登録制御手段とを有し、上記付加サービスが発信規制サービスであって、その発信規制サービスの活性化情報が活性状態を表す場合、上記位置登録可否決定手段は、上記移動機の位置登録を許容する決定を行ない、上記位置登録制御手段は、上記発信規制サービスに関する情報を加入者情報として上記交換機に転送し、上記移動機の位置登録を行なうように構成される。

また、上記課題を解決するため、本発明は、請求項６に記載されるように、ホームロケーションレジスタに加入者情報の登録がなされると共にサービス制御装置にて管理される付加サービスを受け得る移動機が発した位置登録要求をローミング先移動通信網の交換機から上記ホームロケーションレジスタが受信した際に位置登録の可否を制御する移動通信制御システムにおける当該ホームロケーションレジスタにおいて、上記交換機への加入者情報の転送の応答として、上記交換機から上記サービス制御装置をアクセスして付加サービスを実行する機能を備えていない旨の通知を受信したときに、上記サービス制御装置から付加サービスの内容とその活性化情報を取得する手段と、上記付加サービスが発信規制サービスであって、その発信規制サービスの活性化情報が活性状態を表す場合、上記移動機の位置登録を許容する決定を行ない、前記発信規制サービスに関する情報を加入者情報として上記交換機に転送し、上記移動機の位置登録を行なう手段とを有するように構成される。

更に、本発明は、請求項７に記載されるように、ホームロケーションレジスタに加入者情報の登録がなされると共にサービス制御装置にて管理される付加サービスを受け得る移動機が発した位置登録要求をローミング先移動通信網の交換機から上記ホームロケーションレジスタが受信した際に位置登録の可否を制御する移動通信制御システムにおける当該サービス制御装置において、上記交換機への加入者情報の転送の応答として、上記ホームロケーションレジスタが上記交換機から上記サービス制御装置をアクセスして付加サービスを実行する機能を備えていない旨の通知を受信したときに、該ホームロケーションレジスタが送信する問い合わせを受信する手段とを有し、上記付加サービスが発信規制サービスであって、その発信規制サービスの活性化情報が活性状態を表す場合、上記移動機の位置登録を許容する決定を行ない、上記発信規制サービスに関する情報を上記ホームロケーションレジスタに送信するように構成される。

【発明の実施の形態】
以下、本発明の実施の形態を図面に基づいて説明する。

本発明の実施の一形態に係る移動通信制御方法が適用されるシステムは、例えば、図１に示すように構成される。

図１において、移動通信網Ａ（以下、単にＡ網という）には、基地局１１０、交換機１２０、ホームロケーションレジスタ（HLR）１３０、サービス制御装置（SCF）１４０及びSTP（Signaling Transfer Point）１５０が備えられている。移動機１０は、基地局１１０と無線通信を行なって、その基地局１１０に接続される交換機１２０を介して他の通信端末と通信（音声通信、データ通信）を行なうことができる。

ホームロケーションレジスタ１３０には、Ａ網をホーム網とする移動機１０を特定するための情報（電話番号、契約番号IMUI等）、その移動機が受けることのできる基本契約通信サービス（例えば、通常の通話サービス）の内容、サービス制御装置１４０にて制御される付加サービス（例えば、留守番電話サービス等）を実行するために必要なトリガ情報等を表す加入者情報が登録されている。また、ホームロケーションレジスタ１３０は、Ａ網をホーム網とする移動機１０の位置登録を行なう。

交換機１２０は、移動機１０の位置登録要求に際してホームロケーションレジスタ１３０からダウンロードされる加入者情報に基づいて、移動機１０に対する呼の接続制御を行ったり、その加入者情報に含まれるトリガ情報に基づいてサービス制御装置１４０にアクセスし、加入者が契約した付加サービスに関する情報に基づいて付加サービスを実行する。これにより、移動機１０は、Ａ網において付加サービスを含む通信サービスを受けることが可能となる。

STP１５０は、入力される信号を各装置（ホームロケーションレジスタ１３０、サービス制御装置１４０、交換機１２０等）に振り分ける機能を有している。

Ａ網の通信事業者と異なる通信事業者が運営する他の移動通信網Ｂ（以下、単にＢ網という）にて移動機１０が通信サービスを受けることができるように（ローミング）するため、Ａ網とＢ網がＰＯＩ（point of interface）を介して接続されている。その結果、Ｂ網の交換機２２０は、ＰＯＩ、Ａ網のSTP１５０及び交換機１２０、またはＰＯＩ及びSTP１５０を介してホームロケーションレジスタ１３０と通信可能となる。

上記のように加入者情報のホームロケーションレジスタ１３０への登録がなされた移動機１０が、Ｂ網において、基地局２１０を介して交換機２２０に位置登録要求を転送すると、例えば、図２に示す手順に従って移動機１０の位置登録処理が行なわれる。その位置登録処理に際して、ホームロケーションレジスタ１３０は、例えば、図３に示す手順に従って処理を行う。

図２に示す（Ｉ）の手順では、移動機１０から位置登録要求が発せられると、その位置登録要求が移動機１０から基地局２１０を介して交換機２２０に転送される（１）。交換機２２０は、その位置登録要求をホームロケーションレジスタ１３０に宛てて送出する（２）。すると、その位置登録要求がＰＯＩ、Ａ網のSTP１５０及び交換機１２０を介してホームロケーションレジスタ１３０に転送される。なお、図２には通信ノードとしてのSTP１５０は省略されている。ホームロケーションレジスタ１３０は、このように位置登録要求を受信すると（図３におけるＳ１）、当該移動機１０に対応した加入者情報を送出する（３）（図３におけるＳ２）。

このようにホームロケーションレジスタ１３０から送出された加入者情報は、交換機１２０を介してＢ網の交換機２２０に転送される。交換機２２０は、その加入者情報に含まれるトリガ情報を用いてＡ網のサービス制御装置１４０にアクセスしてそのサービス制御装置１４０にて管理される付加サービスを実行する機能を有する場合、加入者情報受付応答をホームロケーションレジスタ１３０に向けて送信する（４）。

ホームロケーションレジスタ１３０は、Ｂ網の交換機２２０からの加入者情報受付応答を受信すると（図３におけるＳ３）、その移動機１０の位置登録を行なう（図３におけるＳ４）。そして、ホームロケーションレジスタ１３０は、位置登録要求を受付けた旨の位置登録応答を交換機１２０を介してＢ網の交換機２２０に転送する（５）。この位置登録応答は、更に、交換機２２０から基地局２１０を介して移動機１０に転送される（６）。これにより、移動機１０は、基地局２１０を介して交換機２２０に接続された状態で、上記加入者情報に基づいた通信サービス及びサービス制御装置１４０にて制御される当該加入者が契約した付加サービスを受けることができるようになる。

次に、図２に示す（ＩＩ）の手順では、上記（Ｉ）の手順と同様に、移動機１０から発せられた位置登録要求が交換機２２０にて受信されると、交換機２２０がその位置登録要求をＡ網のホームロケーションレジスタ１３０に宛てて送出する（１、２）。この位置登録要求を受信したホームロケーションレジスタ１３０は、当該移動機１０に対応した加入者情報をＢ網の交換機２２０に宛てて送出する（３）（図３におけるＳ１、Ｓ２）。

ホームロケーションレジスタ１３０から送出された加入者情報が交換機１２０を介して交換機２２０にて転送される。交換機２２０は、受信した加入者情報に含まれるトリガ情報を用いてＡ網のサービス制御装置１４０にアクセスして付加サービスを実行する機能を備えていない場合、付加サービスの実行機能を備えていない旨（付加サービス実行機能未サポート）と共に加入者情報受付応答をホームロケーションレジスタ１３０に転送する（４）。

ホームロケーションレジスタ１３０は、上記のようにして付加サービス実行機能未サポートの情報と共に加入者情報受付応答を受信すると（図３におけるＳ１１）、サービス制御装置１４０に当該移動機１０の位置登録可否に関する問合せを行う（７）（図３におけるＳ１２）。この問合せを受信したサービス制御装置１４０は、位置登録に係る移動機１０の加入者が契約している付加サービスの内容及びその状態（活性状態、非活性状態）に基づいて当該移動機１０の位置登録の可否について決定する。

例えば、加入者が契約している付加サービス（例えば、留守番電話サービス及び着信転送サービス）が非活性状態であれば、その付加サービスは加入者に提供され得る状態でないので、サービス制御装置１４０は、位置登録を許容する旨を問合せ応答としてホームロケーションレジスタ１３０に返す（８）。ホームロケーションレジスタ１３０は、このような問合せ応答を受信すると（図３におけるＳ１３）、その移動機１０の位置登録を行なう（図３におけるＳ１４）。

そして、ホームロケーションレジスタ１３０は、位置登録要求を受付けた旨の位置登録応答を交換機１２０を介してＢ網の交換機２２０に転送する（５）。この位置登録応答は、更に、交換機２２０から基地局２１０を介して移動機１０に転送される（６）。これにより、移動機１０は、基地局２１０を介して交換機２２０に接続された状態で、上記加入者情報に基づいた基本契約通信サービスを受けることができるようになる。

また、例えば、加入者が契約している付加サービスが発信規制サービスで、その発信規制サービスが活性状態である場合、上記ホームロケーションレジスタ１３０からの問合せを受信したサービス制御装置１４０は、発信規制サービス契約情報及び発信規制期間の情報と共に位置登録を許容する旨を上記問合せの応答としてホームロケーションレジスタ１３０に返す（８）。ホームロケーションレジスタ１３０は、このような問合せ応答を受信すると（図３におけるＳ１５）、その発信規制サービス契約情報及び発信規制期間の情報を加入者情報としてＢ網の交換機２２０に宛てて送出する（９）（図３におけるＳ１６）。

交換機２２０は、ホームロケーションレジスタ１３０から上記発信規制サービス契約情報及び発信規制期間の加入者情報を受信すると、加入者情報受付応答をホームロケーションレジスタ１３０に宛てて送出する（１０）。ホームロケーションレジスタ１３０は、この加入者受付応答を受信すると（図３におけるＳ１７）、その移動機１０の位置登録を行なう（図３におけるＳ１８）。そして、ホームロケーションレジスタ１３０は、位置登録要求を受付けた旨の位置登録応答を交換機１２０を介してＢ網の交換機１２０に転送する（５）。この位置登録応答は、更に、交換機２２０から基地局２１０を介して移動機１０に転送される（６）。

これにより、移動機１０は、基地局２１０を介して交換機２２０に接続された状態で、その発信規制契約情報及び発信規制期間の情報に基づいて発信規制サービスを受けることができるできる。その結果、移動機１０は、発信規制がかかった状態で上記加入者情報に基づいた通信サービス（例えば、着信のみ）を受けることができるようになる。

更に、例えば、加入者が契約している付加サービスの情報（例えば、料金内通信サービスの累積料金が所定金額を超過している場合）に基づいて、上記ホームロケーションレジスタから問合せを受信したサービス制御装置１４０は、位置登録を拒否する旨を上記問い合わせの応答としてホームロケーションレジスタ１３０に返す（８）。ホームロケーションレジスタ１３０は、このような問合せ応答を受信すると（図３におけるＳ１９）、移動機１０の位置登録を行なうことなく、位置登録を拒否する旨の位置登録応答を交換機１２０を介してＢ網の交換機２２０に転送する（５）（図３におけるＳ２０）。この位置登録応答は、更に、交換機２２０から基地局２１０を介して移動機１０に転送される（６）。これにより、移動機１０は、基地局２１０を介して交換機２２０に接続された状態で、通信サービスを受けることができなくなる。

上述したように、移動機１０から発せられた位置登録要求を受信したＢ網の交換機２２０がＡ網のサービス制御装置１４０にアクセスして付加サービスを実行する機能を備えていない場合、ホームロケーションレジスタ１３０からの問合せによりサービス制御装置１４０が、加入者の契約している付加サービスの内容やその状態（活性状態、非活性状態）に基づいて、位置登録許容、位置登録拒否、条件付（発信規制）での位置登録許容のいずれかを決定する。そして、その決定結果に基づいて当該移動機１０の位置登録制御が行なわれる。これにより、加入者にて登録された付加サービスの内容やその状態に基いて移動機１０の個別的な位置登録制御が可能となる。

なお、上記例において、付加サービスの内容やその状態に基いてサービス制御装置１４０が移動機１０の位置登録の可否を決定しているが、これに限定されない。例えば、ホームロケーションレジスタ１３０が、付加サービスの内容やその状態をサービス制御装置１４０から取得し、その取得した情報に基づいて移動機１０の位置登録の可否を決定することもできる。また、ホームロケーションレジスタ１３０及びサービス制御装置１４０以外の装置がサービス制御装置１４０から付加サービスの内容やその状態に関する情報を取得して移動機１０の位置登録の可否を決定し、その決定された結果をホームロケーションレジスタ１３０に通知することもできる。

また、なお、上記例では、Ｂ網の交換機２２０がＡ網のホームロケーションレジスタ１３０とＡ網のSTP１５０及び交換機１２０を介して通信を行なっていたが、このＢ網の交換機２２０は、Ａ網の交換機１２０を介すことなく、STP１５０を介してホームロケーションレジスタ１３０と通信を行なうことも可能である。

上記例において、図２に示すホームロケーションレジスタ１３０の問合せ手順（７）（図３におけるＳ１２に対応）と、その問合せ手順に基づいてなされるサービス制御装置１４０での処理は、位置登録制御手順（手段）に対応し、図２に示す手順（９）、（１０）、（５）、（６）（図３に示す、Ｓ１３〜Ｓ１４、Ｓ１５〜Ｓ１８、Ｓ１９〜Ｓ２０に対応）は、位置登録制御手順（手段）に対応する。

【発明の効果】
