上記課題を解決するために成された本発明による安心通報システムは、利用者の住居に設置した情報コントローラから電気通信回線を介して通報受信者の受報装置へ利用者の安心情報を送信する安心通報システムであって、前記情報コントローラが、前記利用者の住居に設置され当該住居内における利用者の行動を検出する行動検出センサと、当該行動検出センサの動作回数、動作時刻及び動作時間を記録し得る習慣記録手段と、当該行動検出センサの動作回数、動作時刻及び動作時間から利用者の健康状況又は生活状況を推定する判定手段と、当該判定手段で推定した健康状況又は生活状況に基づき定期的な安心情報を電気通信回線に送出する非操作型通報手段を具備することを特徴とする。
