上記目的を達成するために、本発明の給油所は、上水道に接続され従業員が平常時に使用する水道水を循環させる地下上水タンクを設け、該地下上水タンクに貯められた水を災害時に飲料水として汲み上げる手動ポンプを設け、集水装置で集めた雨水を貯めると共に前記上水からの不足分の補水を貯める地下用水タンクを設け、該地下用水タンクから平常時に使用する洗車、トイレあるいは撒水用の給水として汲み上げる揚水ポンプを設け、かつ災害時には前記地下用水タンクに貯められた水を防火用水、生活用水として使用するものである。地下用水タンクは、災害時にその水を手動ポンプで汲み上げ飲料水として使用でき、また地下用水タンクは、災害時に雨水や上水からの不足分の補水を防火用水、生活用水として使用できることで、防災時に不可欠な水を確保し、地域支援に役立てることができ、かつ水の省資源化を図ることができる。
