本発明は、降雨時の雨水排水、浸水災害防除を目的とする排水施設運用ガイダンスシステムに関するものである。

【従来の技術】
河川や排水路に設けられた排水機場、水門等の排水施設は、河川等の水位、流量等の計測値にもとづいてその動作が制御されるが、その制御を行うためにオペレータに操作ガイドを示すための運用ガイダンスシステムが用いられている。
図9は、そのような排水施設運用ガイダンスシステムの従来の構成例を示す概要ブロック図で、河川情報群1は、流域内の河川等の観測地点、排水機場、水門等に設置された水位計1a、流量計1b、雨量計1cにより水位、流量、雨量を一定時間間隔で観測し、センタ装置に伝送されてきた情報である。施設運用情報群2は、流域内に存在する排水機場、水門等の各施設の運用に必要な施設情報及び稼働状況等を示す情報である。運用情報データ入力部3は入力情報をシステム内に取り込み、予測水位・流量演算シミュレータ部4は前記入力データを用いて所定時刻後の運用ガイダンスを行うため、その所定時間後における予測水位・流量をシミュレーションにて算出する。増水対策データベース92は、様々な洪水事例とそれに対応する形で記述されている排水施設運用方法をルールデータベースとして格納したデータベース部である。増水対策データベース検索部91は、上記シミュレータ部4の演算結果に応じてポンプ運転・継続・停止等、状況に適した排水施設運用ルールを前記データベース部92より検索し、河川シミュレータ部5は前記検索部91にて検索された運用ルールの妥当性を評価し、また複数選択されていた場合は比較検討を行うために、予測結果に基づく排水機場のシミュレーションを実行する。排水施設運用決定部6は、そのシミュレータ部5の結果を参照して各排水施設の運用を決定し、ガイダンス出力部7は以上の結果をふまえてガイダンスを行う。

上記したような従来のガイダンスシステムでは、排水機場等の運用は一般に、互いに独立に、それぞれの観測地点における水位及びポンプ井の水位等に基づいて行われている。例えば特開平4−142606号に開示された排水システムがある。これは、図10に示したように、小河川を含む排水路101、101・・・により排水を集め、この排水を分散させて複数の排水ポンプ機場102、102・・・に導き、この各排水ポンプ機場から放流先の河川103に放流する排水システムを提案している。上記の図9のシステムは、このように1本河川から分散するような河川系に対しては有効である。

しかし、排水施設の大型化の傾向が進むにつれ、洪水時における1つの排水機場の排水量が流域付近に、または下流に位置する排水機場に影響を及ぼし、流域全体として排水の最適化が図れない問題がある。例えば、図11に示すように、各支流域が複数の放水路等で相互に連携し合い河川網を形成するような河川系では、1本河川に対して分散させて排水を行ってもさらにその下流域で河川が分散しており、そのまま図9のようなシステムを適用することは困難であった。また近年の急速な都市化の進行がもたらした不浸透域等の拡大により雨水流入量の増加や洪水の到達時間の短縮が生じており、現状の操作では対応しきれない洪水のおそれが今後考えられる。

これらの問題に対処するためには、従来よりさらに広範な流域を対象としてガイダンスシステムの運用を行うことが必要視されてきた。この広域運用の公知例としては、例えば、特開平6−332503号に開示されたものがあり、流域全体の物理モデルにより水位予測シミュレーションを行い、評価関数により各水位観測地点の水位が一番低くなる運用を選択するようにしている。また、特開平7−113253号には、過去の様々な運用事例をまとめてデータベース化した運用事例DBを用いる方法が提案されている。

【発明が解決しようとする課題】
複雑な網状の河川網に対する排水施設運用ガイダンスシステムとしての特開平6−332503号に開示された技術は、毎回の水位予測シミュレーションを様々な制御パターンについて多数行った結果から最適な運用を見つけ出すものである。このため大きな処理時間を要するという問題があった。また、選択されたルールは、各観測地点水位を最も低減するという条件によって選択されているが、機場間での連携運用は考慮されていない。つまり、排水の目的は、あくまで下流でどれだけの雨水を排水できるかという、上流の河川状態により下流に位置する排水機場の運用を決定するという運用方法であった。このため排出先の河川状態については考慮されてはいなかった。そのため図11の様に複雑に河川どうしが網状河川を形成しているような場合には、排水先の河川において水位が危険水位にまで上昇してしまう可能性もあった。

また、特開平7−113253号に開示された技術によれば、他機場へ及ぼす影響を考慮した自排水機場の運用や、さらには広域全体の安定化を目的とした各排水機場の連携といった運用が行えるように、過去の運用事例をデータベース化しようとすると、データベースは膨大なデータ量となる。このため、その大量のデータを有効に、かつ効率よく利用できるようにデータベースを構築し、短い検索時間で必要な情報を取り出せるようにする必要があるが、従来技術ではそのような配慮はされていない。

本発明の目的は、各支流域が複数の放水路等で相互に連携し合い河川網を形成している流域を対象とし、そのような対象流域における排水施設に対し、総合的かつ効率的に管理・運用を行うことのできる排水施設運用ガイダンスシステムを提供することにある。

【課題を解決するための手段】
本発明は、各支流域が複数の河川放水路で相互に連携し合っている複合流域に設けられた排水施設を運用するための排水施設運用ガイダンスシステムであって、
前記複合流域の河川観測地点に於て計測されたところの、少なくとも水位、流量より成る河川情報を取得するための河川情報取得手段と、
前記排水施設の機場のポンプの運転状態、水門の開閉状態を示す施設運用情報を取り込む施設運用情報取り込み手段と、
前記河川情報及び施設運用情報を用いてシミュレーションにより所定時間後の各河川の水位及び流量を予測するための予測シミュレータ部と、
前記排水施設の機場に設けられたポンプが運転されているか否かを示す運転情報に基づき前記複合流域の流量の大きさの規模を分類しこの規模を示す情報を出力する流域状態分類部と、
流域の流量の大きさの規模別に、排水機場単独運用ルールと排水機場間の連携運用ルールとより成る規模別運用ルールを有すると共に、各運用ルールは、それぞれ複数の運用パターンを具えるものとした増水対策データベースと、
上記流域状態分類部の分類結果を取り込み、その規模を示す情報によって上記増水対策データベース中の規模対応の運用ルールを検索すると共に、自機場への流入が予め定めた排水能力より低ければこの運用ルールの中から機場単独運用ルールを検索し、高ければこの運用ルールの中から連携運用ルールを検索し、シミュレーションの予測結果である水位、流量、機場吸い込み側の予測水位である内水位、機場吐き出し側の予測水位である外水位、各排水機場の運転状態、とより成るパラメータをもとに上記検索結果である当該運用ルール中の対応する運用パターンを検索する検索部と、
該検索部により検索された運用パターンとその時点の前記河川情報及び施設運用情報とを用いてガイダンス表示を行うガイダンス手段と、
を備えたことを特徴とする排水施設運用ガイダンスシステムを開示する。

【発明の実施の形態】
以下、本発明の実施の形態を図面を用いて説明する。図1は、本発明になる排水施設運用ガイダンスシステムの構成例を示すブロック図で、図9の従来構成と同一機能のブロックには同一符号が付されている。このシステムの主要部は統括地点として位置付けされる河川管理センタに設置され、対象とする地域内における各河川観測地点および排水機場、放水路水門等の各施設において計測される水位、流量、雨量などの情報から成る河川情報群1、ならびに排水機場、放水路水門等各施設に於けるポンプの運転状態、水門の開閉状態等の設備稼動状況を表す施設運用情報群2は、所定時間間隔毎に運用情報データ入力部3により取り込まれる。予測水位流量演算シミュレータ部4は、この入力情報群を入力として、現在の状態から所定時間後の各河川の状態を水系主要地点における水位予測シミュレーションにより予測する。このシミュレータ部4は施設の運用を考慮したシミュレータであり、各施設が現在実行している運用を継続した場合という条件で水位予測シミュレーションを実行する。そして、このシミュレーションの結果、河川等の水位が上昇して排水施設の運用対策を必要とするような状況が予測された場合には以下の処理に移行する。逆に特別な運用の変更等の対策を要しないと予測されたときは、このシミュレータ部4に於けるシミュレーションを周期的に繰り返している。ここまでの処理は、図7で説明した従来のシステムと同様である。

次に本発明では、各排水機場における現状のポンプ運転情報より対象地域内における洪水現象の規模を流域状態分類部11により評価し分類する。ここでは、洪水の現象を大きく小規模増水、中規模増水、大規模増水とに分類する。大規模増水とは対象地域内の各排水機場全てにおいてポンプが全台運転となっている状況を指し、中規模増水とは対象地域内の全てではないが少なくとも1つ以上の排水機場においてポンプが全台運転となっている場合を指し、小規模増水とは中規模増水以下の状態、つまりどの排水機場においてもポンプ全台運転を行なっていない場合を指すこととする。
図2は、上記のような流域状態分類処理のアルゴリズムを示すフローチャートで、機場を指すパラメータi(=0〜n−1,n;機場数)を0に、全台運転を行っている機場の個数を指すパラメータaを0にそれぞれ初期設定し(ステップ201)、各機場について全台運転かを調べて、全台運転の機場数aを求める(ステップ202〜205)。その結果パラメータaが0ならば小規模増水と判定し(ステップ206で”NO”)、0<a<nならば中規模増水と判定し(ステップ206で”YES”、かつステップ207で”NO”)、さらにa=nならば大規模増水と判定する(ステップ207で”YES”)。

このように増水規模を判断しておくことにより、次の運用方法等を格納した増水対策データベース群13を効率よく検索できる。そしてこの増水対策データベース13も、大規模増水データベース131、中規模増水データベース132、小規模増水データベース133に予め分類して作成・格納されている。図3は、これらの大規模増水データベース131、中規模増水データベース132、小規模増水データベース133の構成を示しており、対象とする各河川の距離、幅、断面形状、勾配等といったシミュレーションを行う上で必要な河川の形状に関する情報をデータベース化した河川データベース31と、各排水施設の仕様等といった排水施設の運用をシミュレーション上で模擬するために必要な情報をデータベース化した排水施設データベース32と、各排水施設に対してあらかじめ定められている操作規則をデータベース化した操作規則データベース33と、各排水施設の運用方法をデータベース化した運用ルールデータベース34とから構成されている。そして河川データベース31、排水施設データベース32、及び操作規則データベース33は、図1の大規模増水データベース131、中規模増水データベース132、及び小規模増水データベース133で共用されるデータベースであり、運用ルールデータベース34のみが規模別に作成されたデータベースである。

図4は、運用ルールデータベース34の構成を示すもので、各排水施設の運用方法として機場単独での運用方法を記述しデータベース化した機場単独運用ルールデータベース41と、排水機場間の連携運用を目的とした運用方法を記述しデータベース化した機場連携運用ルールデータベース42とから構成されている。機場単独運用データベース41は、操作規則により定められた運用を行う機場通常運用ルールデータベース411と、操作規則により定められた水位に達する前に運用する機場事前運用ルールデータベース412とで構成される。さらに機場通常運用ルールデータベース411は、作成された運用ルールに示される操作水位に達したときにポンプを始動させる運転移行部4111と、作成された運用ルールに示される操作水位に達したときにポンプを追始動させる追始動部4112と、現在の運転状態を継続する運転継続部4113と、作成された運用ルールに示される停止水位に達したときにポンプを停止させる停止移行部4114と、現在の停止状態を継続する停止継続部4115と、操作規則により指定された緊急停止水位、または内外水位における運転可能な上限水位に達したときにポンプ全台を停止させる緊急停止移行部4116とから構成される。一方、機場事前運用ルールデータベース412では、運転移行部4121と、追始動部4122と、運転継続部4123から構成される。また、機場連携運用ルールデータベース42は、運転移行部421と、追始動部422と、運転継続部423から構成される。

上記のように増水規模に応じて分類されたデータベースは、増水対策データベース検索部12により、予測水位流量演算シミュレータ部4と、流域状態分類部11の演算結果を用いて検索される。この検索部12は、図1に示したように、大規模増水検索部121、中規模増水検索部122、及び小規模増水検索部123から成っており、そのそれぞれは図5に示した構成を有している。即ち、図4の各増水データベース131〜133の構成に対応して、河川データベース検索部51、排水施設データベース検索部52、操作機側データベース検索部53、及び運用ルールデータベース検索部54より構成されている。さらに、運用ルールデータベース検索部54は図6の構成を有しており、運用ルール条件部61、及び運用ルール決定部62とから構成されている。

上記の運用ルール条件部61は、さらに5つの条件部から構成されている。以下に各条件を説明する。

このうち、河川データベース31、排水施設データベース32、操作規則データベースについては、対象とする河川と排水施設及びその操作に関する情報で、これらは簡単な検索であるが、運用ルールデータベース34は図4のような構成であり、その検索部54も図6に示したような構成を有している。図7は図6の運用ルール検索部54に於ける処理方法の概略を示すフローチャートで、シミュレーションの結果、現時点で機場の操作水位に達していなければ(ステップ701で”NO”)、操作水位に達してから排水を行ったのでは排水が間に合わないと判断された場合であるので、機場事前運用ルールデータベース412の検索を行う。また、機場の操作水位に達していて(ステップ701で”YES”)、かつその時点で流入量が機場の排水能力をこえているときは(ステップ702で”YES”)、他機場と連携して排水を行う必要があるので機場連携運用ルールデータベース42の検索を行い、その必要がない場合(ステップ702”NO”)、機場通常運用ルールデータベース411の検索を行う。

本発明によれば、各支流域が複数の放水路等で相互に連携し合い河川網を形成する流域において、対象地域における増水現象を評価し、増水を規模別に分類する手段と、その分類に対応して予め作成されている規模別の洪水対策データベース群を検索して各種の運用ルールを効率的かつ確実に検索できる。とくに、機場単独での運用方法を記述しデータベース化した機場通常運用データベースと機場事前運用データベースや、排水機場間の連携運用を目的とした運用方法を記述しデータベース化した機場連携運用ルールデータベース等、大量のデータからなるデータベースでも効率よく検索できるから、流域全体として最も効率的な各排水機場の運用をガイダンスすることが可能となる効果がある。
