本発明は、既設のアナログ公衆回線網を利用したノーリンギング通信サービスや端末発呼方式によりデータ端末装置と中央監視装置やホームコントローラの間のデータ転送を行う回線端末装置あるいは最近の大手ガス供給会社の管内で普及しているマイクロコンピュータを用いたガス遮断装置等の電池を電源とする制御装置に関するものである。

【従来の技術】
従来この種の回線端末装置は図2に示すように、電話回線1と電話機2及び通信機能付きガスメータ等のデータ端末装置3が接続される。回線端末装置4は電話機2を電話回線1と接続したりあるいはノーリンギング通信時、あるいは、端末発呼時の回線制御を行う網制御部5と、電話回線1からのアナログ信号をデジタル信号に復調したりデータ端末装置3からのデジタル信号をアナログ信号に変調して電話回線1に送る信号伝送部6と、網制御部5に対する回線接続指示や信号伝送部6の制御を行う中央制御部7と、回路の電源となるリチウム電池等の電池8とから構成されている。そして網制御部5は電話機2を電話回線1に対して接続したり切り離しをするコイルリレー9が主構成要素となる回線切換部10と、電話回線1とのインピーダンス整合を行う回線終端部11で構成されている。

【課題を解決するための手段】
上記課題を解決するために本発明の制御装置は、中央監視装置からカレンダーデータを受信する中央制御部と、前記中央制御部によりカレンダーデータを設定されるカレンダー更新部と、データ端末装置の電源となる電池と、前記電池を放電する時期を設定する起動年月日設定部と、前記カレンダー更新部と前記起動年月日設定部のデータとを比較し所定期間が経過したかどうか判定する比較判定部とを備え、前記比較判定部は、所定期間が経過したと判定すると前記中央制御部へ放電を開始すべく信号を出力するものである。

比較判定部17は経過したと判定すると中央制御部20へ放電を開始すべく起動開始タイミング信号を出力する。すなわち中央制御部20は放電起動部18から動作開始より10年経過したタイミングで放電起動開始タイミング信号が入力されると、ワンショットの駆動信号によた放電制御部14内の自己保持型コイルリレー12を電池8と放電抵抗13とからなる放電回路を閉結するように制御する。一旦、放電を開始すると以降は自己保持型コイルリレー12は電池8の電圧とは無関係に放電回路の閉結を継続するので電池を完全に放電しきることが可能となる。またワンショット駆動の自己保持型コイルリレーを使用することにより半導体を利用したスイッチング素子では困難であった電池の完全放電が実現可能である。

また通信回数の頻度が予想以上に多くなったり回路の経年変化や部品故障等で回路電流が増大して電池8が早く消耗する場合があるがこのとき電池8の電圧が低下していくと電池電圧低下の情報を通報すべく網制御部5を制御し中央監視センターに回線接続をする。中央監視センターに回線接続をした後、回線端末装置20は信号伝送部6を介して電池電圧低下状態になったことを知らせる。中央監視センターでは回線端末装置20を回収後破棄処理するため、事前に通信により信号伝送部6を介して放電制御部14を作動させる。したがって放電制御部14により電池8を放電し回路の動作を停止することができるため、回収時に即一般廃棄物として処理できるだけでなく、電池8の電圧がさらに低下して回路の動作電圧以下になった状態で通信をすることがなくなるので網制御部5の回線終端部11で回線インピーダンスを閉結制御したままあるいは回線切換部10で電話機2を電話回線1から切り離したままの状態で動作を停止してしまうこともなくなるため電話機2が使用できないということもなくなる。
