従来より、動く歩道には大きく分けて、乗客をパレット上に乗せるパレット式と、ゴムベルト上に載せるベルト式の二種類が存在する。

特に、乗降部では毎分30m程度の比較的緩やかな速度で移動し、中間部では高速で移動するような可変速式の動く歩道では、乗客が常時手で掴む手摺装置の構造が極めて複雑になり、乗客の要望や安全を十分に満足させることができなかった。

特に、一般的なC形状の移動手摺の場合、屈曲性が乏しいため、曲率半径を小さく抑えようとしても図3に示すように開口部(斜線部分)の面積が大きくなり、もしも乗客がこの開口部に気づかずにいたときには、手などが移動手摺間に挟まれたり、姿勢を崩したりして転倒する虞があった。
