造成されてからの経年が長かったり、法規制以前に造成された廃棄物処分場、あるいは不法投棄の結果生じた廃棄物処分場にあっては、底部に遮水工が施されていないか、施されていても不完全であることが多い。このような廃棄物処分場にあっては、滲出水による処分場下流側の地下水汚染が社会問題となっており、これを完全に補修ないしは改修する技術が要請されている。

この種の既設廃棄物処分場の補修方法として、廃棄物処分場の外郭に沿って鋼矢板などを打設することにより遮水壁を構築し、周辺地区との縁切りを行ってから、内部に薬液を注入して底部を固化する方法が提案されている。

【発明が解決しようとする課題】
しかしながら、この方法では、廃棄物処分場を構成する場所の地形、地質が複雑であることが多いため、完全な補修を期待することはできない。また、廃棄物はそのままの状態であり、そこに薬液が注入され、固化されてしまうため、より嫌気性雰囲気となって分解が遅れ、無害化までには却って長期間を要する。

これに対し、全ての廃棄物を掘削し、これを他の保管場所に一時的に保管した状態で遮水工を施すことも考えられるが、この作業を行う場合は、一時的な保管のための代替地としてかなり広い敷地を必要とし、代替地それ自体の確保、代替地の汚染防止処理、代替地の沈下に起因した跡地利用の困難性といった課題があるほか、補修すべき廃棄物処分場とその代替地とが離れている場合の移送の問題もあり、現実には、その実施が著しく困難である。

本発明は、以上の課題を解決するものであって、その目的は、廃棄物を他の場所に移送することなく、現状を維持したままで順次廃棄物処分場の補修ないしは改修を行えるようにした既設廃棄物処分場の補修方法を提供するものである。

【課題を解決するための手段】
以上の目的を達成するため、本発明方法は、既設廃棄物処分場を格子状ないしは短冊状に仕切り、下部地盤に到達する複数の地下連続壁を構築し、該地下連続壁に囲われた区画の廃棄物を掘削除去した後、当該区画の底部に遮水工を施すことを特徴とする。従って、本発明方法によれば、地下連続壁により仕切られた区画内の廃棄物量は処分場全体の廃棄物量に比べて少なく、これを掘削して他の区画に移送することで廃棄物処分場の敷地外に移送することなく、補修ないしは改修をおこなうことが出来る。また、処分場外に移送する場合であっても、その量は少ないため、代替地の問題を容易に解消することができる。

また、本発明方法において、前記掘削除去した廃棄物を処分場内の他の区画または処分場外に移送し、遮水工が施された後に当該遮水工を施した区画内に移送廃棄物を埋め戻すことをすべての区画において繰り返すことにより、既存廃棄物処分場全体に遮水工を施すことができるだけでなく、掘削及び埋め戻し時の曝気効果による好気性菌の増殖により、有機成分の分解が促進されるため廃棄物の早期分解に好適である。

【発明の実施の形態】
以下、本発明方法の好ましい実施の形態につき、添付図面を参照して詳細に説明する。

本実施の形態では、廃棄物処分場1に、平面視で格子状(間隔3〜10m程度)に仕切る地下連続壁を構築する。図1は、重機5を用いて、SMW工法により、地下連続壁となるソイルセメント柱列6を構築している状態を示し、ソイルセメント柱列6は、廃棄物3の層を縦断し、その底部を下部地盤Eにまで到達した深さとなるよう鉛直に構築される。なお、地下連続壁としては、ソイルセメント柱列6に代えて鋼矢板等の他の公知の地下連続壁を採用することもできる。

以上の地下連続壁構築作業が終了した後は、図2に示すように、ショベルカー7をいずれかの区画上に投入して廃棄物3を掘削し、例えば隣接する区画の廃棄物上に山積みする(山積み廃棄物を3a,3bで図示)。そして、前記区画に堆積された廃棄物の掘削除去が完了したならば、図3に示すように、露出した地盤Eの表面に遮水工8を施した後、隣接区画に山積みした廃棄物3a,3bを同区画内に投入して埋め戻す。遮水工8としては、ゴムシートなどの遮水シート、防水アスファルト、防水コンクリートなどの公知のものを採用することができる。

以下、次々と各区画毎に同じ作業を繰返せば、図4に示すように、廃棄物処分場1の底面全体が遮水工8で覆われ、補修ないしは改修作業が完了する。ソイルセメント柱列6により仕切られた区画内の廃棄物量は処分場1全体の廃棄物量に比べて少なく、これを掘削して他の区画に移送することで廃棄物処分場1の敷地外に移送することなく、補修ないしは改修をおこなうことが出来る。また、掘削及び埋め戻しによる曝気効果によって、廃棄物内には酸素が取入れられ、好気性菌の活性化を促し、廃棄物中に含まれる有機成分の早期分解を図ることができる。

なお、本実施の形態では、処分場1内を格子状に仕切ったが、短冊状ないしは筋状に仕切るようにしても良いことは勿論である。また、上記実施形態では、ある区画で掘削した廃棄物を隣接する区画上に山積みしたが、隣接する区画でなく離れた区画であってもよいし、廃棄物処分場1外に移送することもできる。この場合であっても、廃棄物の移送量は少ないため、代替地の問題を容易に解消することができる。

また、ソイルセメント柱列6や鋼矢板等により形成される地下連続壁を基礎として屋根などを構築することもできるし、また、他の部分に環境保全を考慮した保管庫をつくることもできる。さらに、これらの地下連続壁を基礎として、沈下しない構造物を構築することもできる。

以上の説明により明らかなように、本発明による既設廃棄物処分場の補修方法にあっては、地下連続壁により仕切られた区画内の廃棄物量はすべての廃棄物量に比べて少なく、これを掘削して他の区画に移送することで廃棄物処分場の敷地外に移送することなく、補修ないしは改修をおこなうことが出来る。また、処分場外に移送する場合であっても、その量は少ないため、代替地の問題を容易に解消することができる。
